Role Overview

Gympie Regional Council has an exciting opportunity for an experienced professional to join the Water Branch as a Schedule and Dispatch Officer for a fulltime fixed term Maternity Relief position.  This role plays a pivotal part in workflow management of all service requests for the Water Branch, required to deliver safe, reliable drinking water and remove and treat sewage for our domestic and commercial customers.

The Schedule and Dispatch Officer is responsible to the Coordinator Water and Sewerage Network for the efficient and effective management of service requests of the Water Branch, in particular:

•    Work scheduling and dispatch based on work priority
•    Customer request processing and customer liaison 
•    Works order system implementation and support
•    Operations administration support
•    Incident management reporting
•    Field mobility implementation support 

The Branch is responsible for effective and efficient operations and maintenance of the drinking water supply and sewerage schemes to ensure we meet our commitment to our customers and meet our compliance objectives.

Essential Knowledge & Skills:

  • Proven experience in the Water Industry or similar asset intensive industry, combined with a successful record in a similar team role within a Local Government or similar large customer focused business environment experiencing rapid change.
  • Demonstrated understanding of:
      • Contemporary approaches in operations and maintenance of water supply and sewerage assets relevant to mechanical, electrical, instrumentation and civil field services.
      • The interaction of cost-effective workflow management with customer service delivery; and
      • Workplace health and safety, risk management, continuous improvement and quality systems.
  • Demonstrated skills in monitoring, evaluating, assessing and reporting of operational issues in the Water Industry or similar asset intensive industry.
  • Highly developed interpersonal and written communication skills with a proven ability in negotiation and conflict resolution skills in an environment of continual customer and stakeholder interaction.
  • Proven ability in problem analysis and resolution that reflects consideration of the needs and views of a broad range of internal and external stakeholders with competing needs and priorities.
  • Demonstrated high level of computer skills with the ability to use asset management software e.g. Assetic, Maximo, Ellipse etc, Authority or similar customer management systems, GIS electronic mapping, workflow and scheduling management software, GPS vehicle locations and Microsoft Office programs.
  • Proven ability to work both independently and interdependently as an effective, positive team member, in an environment that encourages knowledge sharing, job and task rotation and professional and personal development.

Essential Requirements:

  • Provide administrative support to the Water Branch including financial administration, purchasing, and logging requests for service ensuring internal and external customers receive a high-quality responsive service.
  • Assist in the development of schedule and dispatch processes for civil, mechanical and electrical maintenance (planned and reactive) for networks and treatment.
  • Implementation support of a mobile computing solution across the Water Branch.
  • Undertake allocated tasks relating to response to customer requests, work scheduling and dispatch, performance evaluation, field investigations, general administration, planned maintenance works and operational works in the Water Branch.
  • Investigate and report on incidents related to the activities of the Water Branch and develop solutions, including changes to policies, processes and procedures as required.
  • Participate in the optimisation of operational processes and provision of technical support within the Water Branch and Council, with a strong commitment to workplace health and safety, quality assurance, risk management, environmental maintenance and continuous improvement in a business focussed environment.
  • Investigate, collate, monitor and evaluate information to provide reports on key performance indicators and outcomes of the Water Branch, in response to legislation relevant to the delivery of water supply and sewerage services and asset condition and performance evaluation programs.
  • Liaise closely with all areas of the Water Branch in delivering a responsive service and performance measurement and assessment function, which supports the philosophy of optimised asset life cycle cost and satisfies Gympie Regional Councils Customer Service Standards.
  • Promote and maintain a positive organisational image and good customer relations that maximises the provision of a high level of service to enhance the customer experience.
  • Ensure that through effective communication, good relationships are fostered and maintained both within the Water Branch, and with Gympie Regional Council Departments and external stakeholders.
  • General Water Branch administrative tasks exercising sound judgement, initiative and confidentiality including an ongoing review of business systems and processes within the unit as part of a continuous improvement process.
