The City of Kalgoorlie-Boulder is seeking an exceptional Manager People Services to lead the delivery of contemporary people services and partner with leaders across the organisation to build capability, support performance and deliver positive workforce outcomes. About the Role

Reporting to the Director of Governance and Organisational Strategy, the Manager People Services leads the City's people services function and a team of HR professionals to ensure the delivery of high-quality, responsive and compliant HR support across the organisation. The position is responsible for providing generalist HR leadership, overseeing operational HR service delivery and driving continuous improvement in people practices and processes.

This role will work closely with leaders across the organisation to enhance workforce capability, provide expert advice on employee and industrial relations matters, and support the successful delivery of strategic and operational objectives.

Key Responsibilities

You will:

  • Lead the delivery of end-to-end recruitment, attraction and selection activities.
  • Oversee onboarding activities and support positive employee experiences from commencement.
  • Support leaders in performance management, probation reviews, annual appraisals and KPI processes.
  • Provide expert advice on employment legislation, industrial instruments, policies and procedures.
  • Facilitate and support the resolution of employee and industrial relations matters.
  • Lead the development and review of HR policies, procedures and frameworks.
  • Coach and support managers to build confidence in managing people-related matters.
  • Coordinate organisational learning and development initiatives.
  • Support enterprise agreement negotiations and bargaining activities.
  • Maintain workforce metrics, dashboards and reporting to support informed decision-making.
  • Collaborate with stakeholders to develop and implement organisational culture initiatives.

About You

To be successful in this role, you will bring:

  • Tertiary qualifications in Human Resources Management, Industrial Relations or a related discipline (preferred).
  • Demonstrated practical experience working in a generalist HR environment.
  • Strong knowledge of employment legislation, industrial relations and contemporary HR practices.
  • The ability to influence, coach and support leaders at all levels of the organisation.
  • Excellent communication, negotiation and stakeholder engagement skills.
  • Strong analytical, problem-solving and decision-making capability.
  • Experience leading teams, managing competing priorities and delivering outcomes in a fast-paced environment.
  • Facilitation, mediation and dispute resolution skills.
  • A current National Police Clearance and WA C Class Driver's Licence.
