About the Role

Hutt City Council is seeking an experienced and pragmatic leader to deliver and operate a brand-new Interim Water Billing function on behalf of Tiaki Wai.

From 1 July 2026, water services across the region will transition to Tiaki Wai. As part of this change, Hutt City Council will deliver a fully separated interim billing service for a defined period. This is a high-profile, time-critical leadership role and a rare opportunity to build and run a new billing operation that really matters.

This senior operational leadership role is responsible for the end-to-end delivery and operation of the interim water billing function, including:

• Establishing and operating a new billing service from the ground up
• Translating agreed requirements into practical, end-to-end billing operations
• Leading implementation, go-live, and ongoing service delivery
• Ensuring accurate, timely invoicing, receipting, reconciliation, and revenue integrity
• Recruiting and leading a dedicated interim billing team
• Working closely with internal stakeholders, system vendors, and Tiaki Wai

This role spans both readiness and live operations — it is not a “set up and step away” position.

About You

We are looking for an experienced and pragmatic leader who thrives in complexity and delivery-focused environments. You will bring:

• Proven experience establishing and running new operational services or processes
• Strong people leadership capability, including building teams through change
• Sound judgement and confidence operating with evolving information
• The ability to translate high-level requirements into workable, day-to-day operations
• Clear communication skills and a pragmatic, solutions-focused mindset

Prior water-sector experience is not required. Experience in billing, revenue, local government, or other regulated environments is beneficial but not essential.
