Banyule City Council is seeking an experienced Engagement and Insights Lead to play a pivotal role in shaping how community voice and evidence inform Council decision-making.

This senior role provides strategic leadership for Council’s community engagement practice, including shaping policy, frameworks and organisational capability so that engagement is consistent, best practice and aligned with Council priorities. You’ll embed evidence-informed decision-making across the organisation by integrating community engagement data, population insights and other datasets into project design, planning and advice. Through leadership and coaching, you will build capability across Council by advising teams, delivering training and strengthening engagement culture and performance.

Why you'll love this role and what you’ll do

This is a role for someone who wants to shape practice rather than just deliver projects. You’ll work across both digital and in-person engagement, connect engagement with insights to influence decisions, and champion inclusive approaches that reach underrepresented voices. The role offers intellectually rewarding work focused on analysis, synthesis and insight generation, alongside genuine leadership responsibility.

As a Band 7 role, it offers breadth, influence, and impact, spanning strategy, risk management, stakeholder relationships, and capability uplift.

You will:

  • Provide strategic leadership for Council’s community engagement practice, including shaping policy, frameworks and capability so that engagement is consistent, best-practice and aligns with organisational priorities.
  • Embed evidence-informed decision-making across the organisation by integrating community engagement data, population insights, and other datasets into project design, planning and advice.
  • Build organisational capability through leadership and coaching, by supervising the Community Engagement Officer, advising teams, delivering training and strengthening engagement culture and performance across Council.
  • Work flexibly from time to time to support engagement activities outside standard business hours (evenings/weekends).

What you'll bring/what we are looking for

This opportunity is for you if you love thinking laterally and innovating to connect with and hear from diverse communities. You’ll be a person adept at collaborating with a creative team to make the most of technology to engage the community and generate insights. There’ll be space and support for you to identify solutions, build organisational capability and lead cultural change.

You’ll have:

  • A tertiary qualification in a related discipline with experience in community engagement and data insights, or a lesser qualification with extensive relevant experience.
  • Ability to engage and build effective partnerships with communities and stakeholders.
  • Good political acumen to identify and manage risks in community engagement.
  • Strong analytical, conceptual, research and writing skills for detailed reports and data analysis.
  • Effective verbal communication and facilitation skills.
  • Proven ability to coach, mentor and empower others.

Pre-employment requirements

  • Current Victorian Drivers Licence
  • Nationally Coordinated Criminal History Check (NCCHC)
  • Current Working with Children’s Check

We offer:

  • A Permanent, full time role
  • Salary range $109,953.82 to $122,671.33 per annum plus super (dependent on experience).
  • 26 weeks of paid parental leave - primary carer/4 weeks of paid parental leave - partner
  • Ongoing learning and development opportunities, including health and well-being initiatives
  • Flexible work and leave arrangements, hybrid work arrangements
