POSITION VACANT | OPERATIONS MANAGER

The Council is seeking applications from suitably qualified and/or experienced staff to meet Council's operational plan requirements for the position of full-time Operations Manager.

You will provide progressive leadership to a multi-disciplinary team to ensure the on time, within budget, delivery of asset construction and maintenance programs. Key assets include, but not limited to, roads, bridges, car parks, parks, open spaces, drainage, pathways, heavy plant, small plant, and light fleet, and related infrastructure. Develop, manage, and support all functions of Biosecurity Services, Stores and Workshop.

You will contribute to change management program and build the Council’s corporate capacity to take these initiatives forward to improve and focus on its missions.

You will lead and manage the day-to-day operations of Operations team staff, finances and assets in accordance with the organisation’s objectives, Operations team functional responsibilities, accountabilities, structure and resources as approved by the Council in the Annual Operational Plans, to ensure optimal quadruple bottom line returns to the Council and the community.

Key Responsibilities

-Effectively manage Council’s Operations team to work across Operations to achieve an integrated and collaborative workforce.

-Oversee all functional areas of the Operations team, including the development and maintenance of sectional budgets.

-Liaise with the Assets team and the Finance team in the preparation of capital works plans and operational plans for the maintenance, renewal or upgrade of existing infrastructure and development of new infrastructure.

-Deliver complex capital projects related to the functional areas of the branch in accordance with sound project management methodology, budget, resourcing and duration.

-Lead, engage, mentor and develop the Operations team, ensuring effective staff management, in order to achieve the best organisational and community outcomes for service delivery.

-Support the Director and peers by providing advice and reports in a timely manner.

-Oversee the management of Council’s quarries.

-Develop and implement a triage system to manage operational and service-related customer requests effectively ensuring that it supports scheduled work programmes.

-Work collaboratively with colleagues organisational wide and provide input and support for works programmes, asset management plans, resource planning, and maintenance and construction activities that align with required service delivery outcomes.

-Contribute to and deliver upon the outcomes and key objectives of the Community Strategic Plan, Delivery Program and Operational Plan.

-Ensure strong contracts administration is applied across Operations through development of tender documentation, negotiation, and ensure the effective management of contracts relevant to the section.

-Ensure a rigorous approach to the expenditure and management of public funds in carrying out all activities on behalf of Council.

-Provide advice and support to relevant committees’ consideration, as required.

-Ensure that adequate and appropriate community consultation occurs in relation to the section’s activities.

Condition of employment

  • Grade 22A Entry $2,121.90 to Step 4 $2,334.15 per week plus 12% superannuation subject to the demonstration of qualifications, skills and competencies.
  • Appointment to the position will be in accordance with the NSW Local Government (State) Award 2026 and Council’s salary structure.
  • Council has a flexible work arrangement which includes a nine-day fortnight.
  • A vehicle leaseback for private use will be negotiated.
  • A health assessment, if not already completed, which meets pre-requisites for our positions.
